| The usual procedure is that the council's proposals are put forward in papers published on the council website a week or so before the Overview and Scrutiny Committee (OSC). Interested parties can make a deputation to the Committee offering their suggestions as to a better way forward and I am there to listen to the debate and report back to Executive (though I am not a member of the OSC). The more detailed an alternative is - if there are claims that money can be raised through sponsorship, for example, the names of the sponsors and the amounts they have committed to donate; or costed plans as to which other services it would be better to cut instead - the better its chances. Statements that the Museum (or whatever we are discussing at any particular meeting) is filling a useful role are less likely to be so influential, since that is not the underlying issue here. The actual decision is taken by the Executive, not the OSC, but the Executive (though held in public) does not take deputations as the OSC is the forum for public discussion and is held before the decision is taken. However, informal channels such as this website are also a way of gauging how many people are concerned and the strength of alternative proposals, thereby helping to shape thinking. |
