I think a difference has been made - it is just not big enough considering how bad the situation in Putney was. At least the limit was not broken in the first three days of the year and the moving annual average continues to fall - albeit the average is way about the EU requirements for healthy air. The report from the 2013 remote sensing trials done in Putney is way overdue and it should give much better information on the improved buses and help to indicate other areas to be tackled. The closure of the bridge should also inform us on the contributors to the problem. |
