As I understand it the LEZ was introduced primarily to reduce the particle emissions from vehicles. Surprisingly much of Putney's problem is nitrogen dioxide and despite the efforts of the EC in introducing more stringent standards, the real-world emissions of NO2 from diesel vehicles have hardly improved at all over fiften years. Manufacturers have tuned their engines to pass the testing cycle in the laboratory but the performance improvement has not been maintained when the cars are on the roads. Incentives to persuade people to buy diesels and the fashion to give them more and more power have not helped London air quality. I think the recent King's College briefing paper to the GLA Environment C'tee suggested reversing the incentives could be an additional strategy to assist London air quality. |
