Richard, I have now had a chance to skim through the Transport Research Lab report on Putney High Street http://www.wandsworth.gov.uk/download/6071/emissions_source_apportionment-putney_high_street I note that the source apportionment employed was to use the then current version of the Emission Factor Toolkit (4.2.2) to convert the classification of identified vehicle and approximate speed to an emitted quantity of NOx. One of the actions stemming from the Defra report that pointed out that expected Euro standard improvements were not being achieved, especially for diesels, was to review the Emission Factor Toolkit and version 5.2c appears to be the current version. The advice note on this at http://laqm.defra.gov.uk/documents/Advice-note-on-Emissions-Factors-Toolkit-5.pdf includes graphs and tables showing that NOx emissions are generally higher than previously thought to have been the case and it would appear that cars had been underestimated more than buses (though probably not enough to undermine the thrust of priority policy to improve the bus fleet in Putney High Street). It will be interesting to get the findings of the real-world emission/number plate studies done in London last summer. |
