Defra issued three air quality documents yesterday including "Abatement cost guidance for valuing changes in air quality May 2013 ". https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/197898/pb13912-airquality-abatement-cost-guide.pdf A big distinction is now being made between NOx that is being emitted in areas where EU limits may be exceeded and in those areas where levels are kept legal. The abatemost costs of options can be eye-wateringly large : Road transport Euro V buses replaced by Euro VI £24,852 Euro V rigid HGVs replaces by Euro VI £28,374 Euro IV buses replaced by electric* £29,150 Euro V buses replaced by hydrogen £72,932 Class 1 Euro V diesel LGVs replaced by Class 1 Euro VI £79,323 Commercial buildings Dry lining of solid walls £313,555 External insulation of solid walls £313,555 Domestic homes Retrofit cavity walls £537,411 Improved boiler efficiency £686,688 All figures (I think) are the costs (in £2011) of abating 1 tonne of NOx from the 2015 Marginal Abatement Curve ! Changing gas fired boilers could help - but it is an expensive option compared with tackling road transport, if that is an option in a particular area. Of course, this is based on previous understanding of the emissions from vehicles before the abtement curve was produced. I suspect that further radical review will be needed when the results from the latest survey of real world emissions from last summer's testing gets digested by Defra ! |
