Lead is certainly a big success story - and cat converters have helped - but we are not meeting WHO health standards in big areas of London. In many places NO2 levels have stayed pretty static for ten years. It had been hoped that better limits on car manufacturers would solve the problem - but cars that passed the tests at the makers didn't actually deliver the benefits when driven on real roads. This is particularly the case for diesels. Expect Boris to change the rules for congestion charging soon ! |
