The EU rejected a lot of the UK requests to prolong the time to meet the air quality standards last week http://ec.europa.eu/environment/air/quality/legislation/pdf/uk2_no2_en.pdf but hasn't announced any position on London yet. As I see it, the Commission is ratcheting up the pressure for action, seeking concrete low emission zones rather than woolly plans to investigate them and insisting that air quality action plans should only include measures that are properly committed to / funded etc.... Fines may be looming in the future.
