As I said Rufus, The Waste Water Directive does not specify levels or measures for pollution reductions. Legal opinion (as usual) varies. In December 2009, the government won it's case brought by the EU due to a lack of evidence. I wonder how much that case cost us all. TW have no data for the CSO discharges because (almost unbelieveably) they have not been monitoring them and that is one of the reasons for contention; lack of data. I believe the EU is persuing a new case however, compared to other EU states the UK is not doing badly. For example, there is only 64% compliance in France and 41% in Portugal. I don't think anyone disagrees with the objectives (fewer fish kills, possible increase in visual amenity etc) but at what cost? Is the current TW proposal the best way of achieving those ends? It has been presented as the ONLY way of achieving those ends. Defra, the EA and other government departments have been involved in this for many years but remember that was also the case with the proposed 3rd runway at Heathrow. |
