Bill, If you are referring to my comment about about the legal constraints on Justine Greening now that she is a Gov't Minister, I do not necessarily think she is an opportunist (about Heathrow development for example) because she was a back-bench MP at the time. That was not my point. It is my understanding that the Ministers in any serving Government of any colour are constrained in what they can say about a specific planning application because of the quasi-judicial role that Government may be called upon to play in determining the outcome of that planning application following a planning inquiry. They have to be careful not to say or do anything that could be held to be prejudicial to the future decision. Although Ms Greening is a Treasury Minister she still has to be careful. A back-bench MP is not so constrained. |
