Questions about what TW can and can't do remind me of something that happened to my late mother in Devon well before water privatisation. When I was growing up, our road was surrounded by fields. These were sold in the 1960s and plastered with bungalows. One day in the late 1980s our next door neighbours were informed by the water board that the original drains for these were faulty and they would be building a new drain (believe me, it was big) through their garden, which, as far as my friends were concerned, had nothing to do with those newer bungalows. They just happened to be directly behind. The excavation work was on their property, but immediately against the walls of my mother's own bungalow. You could not object; there was simply nothing anyone could do. The work lasted ages, it was noisy and disruptive, though the workmen were helpful and the water board did restore the garden well. When I visit my friends, even though years have passed, we still gaze and the garden and reminisce. The purpose of this little tale is to illustrate that there's a range of bodies that can do anything they want, and we're utterly powerless. |
