Worth reading Simon Jenkin's article in yesterday's Standard (see Lucille Grant's post on Tall Buildings). He puts the downside of quid-pro-quo, or Sect 106 agreements as these arrangements are now known: ie "If we give you something back will you allow us to do something you don't really like?" In fact a bribe of sorts. Of course there are two sides to the argument and, in the case of the Tunnel project, it would be good if what is to be left permanently could have some use or merit. |
