I do not wish to appear to be an apologist for any member of the Coalition Government, but we should keep in mind that Justine Greening is a Minister in this Government and that places her (and other Ministers) in a quasi-judicial position, because untimately TW's various planning applications could fall to the Government to determine the outcome (on appeal or otherwise). Indeed, given the scale of the project they may be "called-in" by the Secretary of State? I imagine that Ms Greening feels obliged to be cautious so as not to prejudice the Government's quasi-judicial role. This is the case with most large infrastructure planning applications. Ms Greening was not in Government when Heathrow was the issue of the moment, so she was not legally inhibited by the planning system. |
