I can assure you that the councillors in Putney are taking this very seriously and we have attended briefings with Thames Water and will continue to lobby hard. I have already had discussions with the rowing fraternity and alerted them to the problems. If the construction of a wharf goes ahead as described in the proposals, it will have a significant impact on the rowers and other users as it will have to go a third of the way out into the river to ensure that it is available for use, whatever the state of the tide. As far as the towpath is concerned, there are two choices. Close it altogether or construct a bridge across the towpath which will carry the spoil into the waiting barges. I suspect that the first choice is totally unacceptable and it will have to be the second, but that would not work during the second construction phase when they are planning to bring the large concrete sections to the site by river. In that instance the towpath would have to be closed to comply with health and safety. As Tim says, the site at Barn Elms will be the major site in West London, one of three, the others being at Tideway Walk, near Battersea Power Station and at Kings Stairs in East London, and will be operational for at least 7 years. The site at Hammersmith where there are derelict warehouses, where the towpath is not at the rivers edge and the wharves already exist, MUST be more suitable for this scale of works.
