It is my understanding that most if not all the privatised utilities (and the railways) retain compulsory purchase powers; but they would have to justify exercising them through the relevant planning procedure. That obligation and burden might explain TW's preference not to go down the compulsory purchase route if they can avoid it. Will there be an open public inquiry; has anyone heard? |
