"Posh accent, Oxbridge education, air of superiority and an expensive suit generally all that are needed !" Some would say that sums up a civil servant - and Special Advisers, although perhaps some go for a more casual dress code these days.

I'd agree that organisations aren't sentient beings but they're often like organic networks and hierarchies where the culture (sometime cultures) and hence attitudes are set by example from the top.

I'd also agree with your comments about IT and management consultants. Although management consultants and also auditors can be a useful way of feeding issues back to boards - interesting that sometimes directors are more impressed by someone who doesn't really understand the organisation but is being charged at four figures a day rather than someone who knows the organisation inside out, dealing with the issues day-to-day?

Consultants can be useful for pointing out groupthink and the need for change but sometimes their proposed strategies for resolving issues can be disastrous if they don't understand the organisation's culture and interactions.

Anyway, other than perhaps to say governments as an organisation can have some "interesting" internal communications networks this is going way off topic!
