The Conservators, some 143 years after been established through an Act of Parliament have just introduced their Terms of Reference, which includes the following gagging clause... ________________ Confidentiality In consideration of the provIsion of Confidential Information (defined below) I [name]undertake to respect and preserve the confidentiality of the Confidential Information, and shall not without the prior written consent of the Chair of the WPCC: (a) communicate, or otherwise make available, the Confidential Information to any third party; or (b) use the Confidential Information for any commercial, industrial or other purpose other than for the benefit of WPCC in the proper performance of my duties; or (c) copy, adapt, or otherwise reproduce the Confidential Information except as strictly necessary for the proper performance of my Conservator duties or as permitted by law. Confidential Information: any information relating to the WPPC which is not publicly available including, but not limited to, any information specifically designated as confidential;any information supplied in relation to which a duty of confidentiality is owed or arises; and any other information which should reasonably be regarded as possessing a quality of confidence. ________________ So ALL information that is not publically available is CONFIDENTIAL. An elected Conservator could simply say "nuts" and refuse to sign the gagging order as it doesn't amount to a "row of beans" or sign it and then simply release the Confidential information / leak it to someone else to publish. The elected Conservators sold Putney Common to their mates at Wandsworth on the cheap. Their shady deal will be forever to detriment of the Common they are elected to protect. They also denied the Charity a financial windfall of millions. And they don't intend that residents get to the bottom of their collusion with both Wandsworth and the defunct WPCT. The Conservators now look increasingly foolish in trying to bury what they have been up to for so long. Flogging land at knockdown prices to their pals. Partying at the Summer BBQ / Christmas Knees Up(£20k+ in the past 3 years) funded by ratepayers taxes. Quietly misplacing substantial areas of Common that they are obliged to protect and lying about it. When Nick asked at the meeting last week what the Conservators would do if an elected Conservator didn't sign up, they shot him the evils and threatened the Charity Commission. Nick trembled. With laughter. |
