| Here is the latest pretty detailed account I have just received ( Monday afternoon) from TfL Surface Transport senior management:- "We apologise that you were not advised of these SGN works in advance. We intend to review our communications procedures around planned utility works on the Transport for London Road Network (TLRN) to ensure that you and other key stakeholders are in future aware of such works, the likely impacts, and the work that will go into mitigating the disruption they might cause. We shall ensure that works that are prolonged and/or are likely to cause significant disruption to the travelling public and residents are made known to you and others in advance of implementation. In terms of the details of these works, SGN’s works are required to replace a section of main in Upper Richmond Road between West Hill and Dryburgh Road. The works were due to commence today and were to complete before the end of December. Information on the works was sent to stakeholders including LB Wandsworth, the Police and the London Ambulance Service on 9 September 2009 and SGN undertook a mail drop to local residents. TfL carriageway resurfacing works had been delayed to allow completion of the SGN gas works to avoid excavation of the newly laid surface; and were therefore planned to take place after the SGN works completed. As we mentioned yesterday, following your concerns about lack of consultation and the additional impact on road users caused by emergency Network Rail bridge works that are currently being undertaken in Rocks Lane, the SGN works have been postponed. The carriageway in Rocks Lane has been restricted due to Network Rail’s concerns over the condition of its bridge. This restriction is causing traffic to stack in Roehampton Lane, which may have been used by westbound traffic displaced by the closure of the westbound lane in Upper Richmond Road for the SGN works. Rocks Lane is however a borough road, and whilst the traffic management associated with these emergency bridge works is primarily a matter for LB Richmond and Network Rail to agree, indications are that Network Rail may be able to reduce this restriction and remove the temporary traffic lights that are currently in operation. The programme for both the SGN and TfL resurfacing works are now under review and we shall ensure that you and all interested parties are advised of the revised programme in advance of any works being undertaken." |
