| A briefing note is attached below Southern Gas Networks – Upper Richmond Road SW15 Mains replacement programme: 21st September 2009 to 2010. SGN are under instruction from the HSE to replace all cast iron mains in England and Wales over a 30 year period. The Upper Richmond Road (between its junctions with West Hill and Dryburgh Road) will have its gas mains replaced over the next year by SGN under this instruction. Phase 1 The first phase of these works sees mains replacement commence in the Upper Richmond Road from Putney High Street towards East Putney Station from 21st September 2009. This will take up to 3 months alone – however works will cease prior to Christmas ( most possibly by 15th December). The position of the gas mains in the carriageway, and the size of the replacement mains, determines the traffic management measures to be deployed. The result of this being that the remaining carriageway width will be only sufficient to permit only one lane of traffic to flow. It has been decided following several traffic management meetings by SGN, Transport for London, Met Police Traffic Division, and Wandsworth Council that Upper Richmond Road will have to be made temporarily one way eastbound to carry this traffic. Westbound traffic will be diverted via West Hill, Tibbetts Corner, and Putney Hill to regain Upper Richmond Road during this time. Following phase 1 ( possibly in early January 2010) TFL will resurface Upper Richmond Road from Putney Hill to Carlton Drive. This will take place over a period of 9 nights, the dates of which are still to be agreed. A similar traffic diversion to that above will be deployed when the resurfacing takes place. Phase 2/3 – of the works will involve mains replacement from East Putney to Oakhill Road, and from Oakhill Road to the junction with West Hill. Once again the Upper Richmond Road will be made one way temporarily for eastbound traffic. It is likely that Easter and Summer school holiday periods in 2010 may be a suggested period in which to carry out this phase of the works, as traffic volumes are significantly lower at these times. This timing will be determined however by TFL as the owners of the road itself. The timings of works have not yet been agreed for this phase. |
