Whilst I am very much in favour of a 20mph limit on residential roads in Putney I feel that speed humps/cushions are penalizing the 99% of law-abiders in the hope of curtailing the odd miscreant. The odd miscreant will speed whatever obstacle is put in his path...because that's the way they are! To my mind the only way to stop speeders is to have a 3 strikes and you're out policy. A few strategically placed cameras (concealed) and if caught 3 times licence revoked for years if not for good. I'm not talking doing 22mph or even 25mph where a slap-on-wrist with a fine suffices...I'm talking reckless speeders who actively endanger other highway users/pedestrians. All this nonsense of fining drivers doing 53mph on the dual-carriageway parts of the A3 is nothing less than flagrant revenue raising.
