The good thing about speed bumps - though the council does not bother to explain - is that they are effective. The cushions referred to are the ones which are square raised areas in the centre of the road, around which bus wheels can fit. They have to be used on bus routes but are not as effective as humps or platforms (or plateaux) which are raised areas covering the whole carriageway. 4x4s, for example, just ignore them. The sinosoidal ones which are not described nor to be found in most dictionaries are shaped a bit like a rolling wave, with a smooth slope up and down each side. So no extra noise and no thuds and bumps at least unless they are driven over at excessive speed. They are much smoother and do not detract from the look of the road. Again, the council does not explain. The Putney Society has been campaigning for at least five years (long before I got involved) to have 20 mph speed limits in West Putney. We now believe the best way is for ALL residential streets to have the lower limit as a default replacement for the current 30 (which in roads like Howards Lane is self-evidently dangerously fast). Lower speeds, as Richard says, make the roads a pleasanter environment for everyone and the time 'lost' by driving more slowly is miniscule given the traffic jam waiting for you round the corner. But the potential saving in terms of fewer accidents and lower fuel consumption (yes you use less and don't let the driving lobby tell you otherwise) can only be good for the environment. What the council also fails to explain is that the Dept for Transport guidelines are just that, guidelines. Cities like Portsmouth put in a blanket 20 mph zone across the city, including on roads where average speeds were higher than the prescribed max of 24mph beyond which there has to be 'physical enforcement'. So it can be done. Everyone knows humps are unpopular but that may be because they actually work. The alternative is flashing lights, cameras and lots of police who have other priorities. None of this would be needed if the default limit was lower - drivers would gradually be conditioned to driving more slowly (see Portsmouth again, where average speeds on roads where these were over 24mph fell by an average of 7 mph - a statistically huge reduction - without having humps there). |
