There are alternatives of course - chicanes for example, but these take up parking spaces which would not be popular in streets where spaces are at a premium.  These were I believe considered by the council at one stage for parts of West Putney but do not feature in the current proposals. The idea of chicanes is to break up the straight line of a road and cause people to slow down to manoeuvre round them.  I have seen them on two way roads mainly, e.g. where the roadway is narrowed to one lane which has priority through the gap.  A nearby one would typically have the opposite priority.  Not suitable for one way streets though, for obvious reasons.
