Then you'd be wrong. I spent far too much of my youth first learning engine efficiency theory and then poring over engine & drivetrain charts to choose ratios.

All engines have a zone of maximum efficiency (based on rpm and throttle position), broadly centred on peak torque. For several reasons the majority of vehicles (from cars to vans to trucks) will be geared such that they are more efficient at a constant 30mph than a constant 20 mph. They will also produce less CO2, and are likely to produce less noxious emissions (CO/HC/NOx).

One might also question how likely drivers are to maintain a constant 20 or 30mph, particularly if there are any speed humps or other physical restraints in the road.

Not that I'm against such limits in selected residential zones in the town, but let's stick to the right reasons.
