Unless you somehow discourage drivers who need to travel NE -SW or NE - SE by diverting them to other routes there's no way to avoid the traffic flow apart from some sort of behaviour changing device like a congestion charge. The most obvious answer as far as bridges go would be to demolish and rebuild Hammersmith Bridge. Unlikely to be something that would ever be seriously considered of course (although it would not be impossible to dismantle and reconstruct it somwehere else) but not entirely mad as one day it will undoubtedly be too old and weak for ANY traffic. |
