Richard, I suggest you look at the chart in the article about bus times currently on the front page particularly the one showing northbound travel times on Putney High Street. This shows a very marked deterioration with journey times slowing more than pre-Covid a couple of years before the Putney Bridge junction debacle. You will also note that Wandsworth's own traffic engineers that the assumptions behind these changes were that Hammersmith Bridge would reopen this year and that the congestion we have seen is a result of diverted journeys that they were expecting would no longer have taken place. You have circled back to your previous argument based on the fall in the number of crossings of Putney Bridge which you continue to claim is evaporation. There is a fundamental misunderstanding here in that you are assuming the number of journeys and traffic are the same thing. What the data shows us beyond equivocation is that there are fewer vehicles crossing the bridge but they are travelling through the Putney area much more slowly. You have also misunderstood what Peter is saying about elasticity of demand. He is entitled to say 'very evidently' because both the data that we have, including that cited above and the evidence of the daily experience of anybody who lives in Putney shows that despite extended journey times through Putney the number of vehicles travelling through did not reduce significantly enough to reduce congestion. It seems reasonable to conclude that this is because the overwhelming proportion of people stuck in jams on LRR and PHS have no choice other than to be there. |
