| Richard, I'm not sure what barrel I'm supposed to be scraping here. I'm just pointing out that studies from elsewhere that might suggest that traffic evaporation can occur doesn't mean that it happens in every instance. The daily experience of a Putney resident shows evaporation isn't working locally and the problems predated the cock-up made with the Putney Bridge junction. I don't understand why you would ignore the clear evidence of your own eyes and assume that two studies which were not done in this area would automatically be applicable. The reason why the closure of Hammersmith Bridge very evidently hasn't led to evaporation must be down to elasticity of demand. If you take the proportion of commercial traffic including deliveries, buses, private hire vehicles, cars being driven for business reasons, care worker, cars being driven by people with mobility issues (in other words journeys that are basically non-discretionary and have to be made no matter how bad the traffic is) there is probably only a small proportion that is genuinely discretionary and, even without these journeys the roads are congested. If demand can't be reduced then capactiy has to be increased and Hammersmith Bridge reopening would achieve this. The important thing to stress is that the largest number of crossing of the reopened bridge would be made by people on buses who in turn would be less likely to use a car for their journey which means fears about induced demand are overstated. |
