Why would it be improved by the bridge opening?

"If you build it:  they will come." 

Surely what will happen is that all the cars and more that are going elsewhere or are just staying at home will then decide to try to cross the bridge - and just block up the other side of the bridge?

Of course since it isn't suitable for all those who might want to try and cross it in their individual cars - there will either be gridlock or there will have to be some demolition. How much will be needed?  And then the pinch points will just be moved somewhere else.  Or what else do you suggest?
