Studies from other countries may suggest that traffic evarporation is possible in certain circumstances however the evidence of our own daily experience shows that it hasn't occurred with the closure of Hammersmith Bridge.

London is different to other European cities in many ways - for instance a relatively low level of private car use to commute and a very high level of delivery traffic combined with a largely medieval street grid and a high number of buses. Putney High Street is already on a route that is ranked as one of the most congested in Europe so it is a reasonable assumption that people aren't driving along it for an excursion.

I understand the argument that adding road capacity attracts more vehicles but it seems very clear that closing Hammersmith Bridge has reduced local capacity below levels of demand that are inelastic and therefore we have ended up with endemic congestion. There isn't any measure in the pipeline which will reduce demand sufficiently to reduce this, in fact as we become more wedded to delivery and ride hire road usage looks likely to increase.
