It’s actually more complicated than you’ve said, Barry. The Congestion /Evaporation issue is just not binary: some traffic causes congestion elsewhere and some evaporates. For example, DfT traffic counts for and after the partial closure of the bridge showed that, of the 25,000 trips across it in 2018, only 16,500 appeared elsewhere (congestion); the largest switch was to Chiswick Bridge (6,500), whilst only 4,000 switched to Putney Bridge, causing only a small amount of extra congestion (people consistently confuse the minimal effects of Hammersmith Bridge with the more recent and much greater effect of the rejig of the Putney Bridge junction. On the other hand, 9,500 trips did not happen (evaporation).
As for the “good case” for reopening, do you seriously think it sensible to spend at least £250 million on a project that is likely to take at least a decade -- and bearing the HS2 experience in mind – if you believe those figures, I have a nice apartment in Buckingham Palace that I will be happy to sell you. Furthermore, the resulting extra emissions will be inconsistent with the vital need to deliver the steep reduction in car miles required by our climate change goals. |
