It's good to see a balanced view point on this polarising issue. I always felt the theory of traffic evaporation was fundamentally flawed in its expectation that reducing road capacity would not generate congestion because people would switch to other modes. The reality in London seems to be that so many journeys are non-discretionary that displacement rather than evaporation occurs. The recent comment by the Minister on the 'good case' for reopening probably confirms that the Department of Transport has analysed the data and not gone with the simplistic view that the reduced bridge crossing means there is no problem here. The decision now is probably a political rather than an engineering one. |
