You’re really scraping the bottom of the barrel here: this wrong on different levels. Pretending that "certain circumstances" in other countries query traffic evaporation when there is strong evidence from the UK (eg, Thomas and Aldred https://www.sciencedirect.com/science/article/pii/S2213624X23001785 and Cairns, Atkins and Goodwin https://nacto.org/wp-content/uploads/disappearing_traffic_cairns.pdf to name only two) is simply feeble  And citing “our own daily experience” is setting vague feelings against actual data. Finally, you really need to distinguish between the small effect of displacement of traffic to Putney from the partial closure of Hammersmith Bridge and the much greater effect on congestion of the reorganisation of the junction at Putney Bridge.
