I think the main 2 reasons are the business rates and inadequacy of the market to regulate rents. A lot has been said on business rates, but the other problem is non-willingness of the landlords, some of whom are institutional owners, to adapt their expectations to the market. From what i see there is a lot of interest to rent a shop on PHS, but the asking rents in addition to high business rates are just not palatable to many, particularly small-size businesses. For large businesses the problems are mainly with the lack of parking, loading/unloading capabilities. I dont think PHS will ever be popular with large retailers for this reason. |
