| Mia, to answer your question about keys for the post; this is most likely to be an "FB" key. the FB stands for Fire Brigade. Fire engines carry a suite of these keys to gain emergency access. The locks and padlocks to road barriers, removable bollards, tank rooms in buildings, dry riser cupboards etc all have to be fitted with one of these locks. Regarding responsibility for the commons being transferred to another body, I believe it would require an Act of Parliament to achieve this. Whether this could be incorporated into the transfer of responsibility for The Royal Parks to The Mayor of London is an interesting proposition. I have always thought it an anomaly that it is only those of us who live within the notional catchment area who pay for the upkeep when the commons and heath are enjoyed by people from a far wider area. For example, when I lived in Tooting (many years ago), I would drive to the common with a friend to run a 4 mile circuit of Wimbledon Common twice a week yet pay not a penny toward upkeep. I do not believe the Commons Commissioners do a particularly good job and suspect that efficiency savings are probable if only one body were responsible for Richmond Park and the commons. It is worth noting that the MOD nominate a representative to the commissioners for historical reasons. Sounds like "Jobs for the Boys" to me but is such representation really appropriate in this day and age? |
