Balfour, who was speaking at a time when mass immigration was a new phenomenon, clearly held views that would nowadays be described as anti-Semitic and certainly xenophobic. Your implication, Richard, is that all those who voice concern about the disproportionate number of sexual assault committed by foreign nationals are similarly racist and xenophobic. That is unfair. Most people agree that a degree of immigration is necessary but the numbers have to be controlled and the immigrants themselves need to be in a position to contribute to the country. Unfortunately these conditions have not always  been met. The population of the UK has grown enormously this century, mainly through immigration, placing strain on the infrastructure of housing, schools and hospitals. And some of the people who have entered are unable to make a valuable contribution, either because they lack the skills or because they come from cultures very different from our own.
