Thank you, John, for a considered response to so much semi-hysterical nonsense that some have been writing about this issue. Wandsworth are extraordinarily feeble when it comes to trying to reduce the dominance of the car on our streets (and, despite declaring a climate emergency, extraordinarily inactive on reducing carbon output), but at least in this very mild scheme they are moving in the right direction.  But from some of the stuff posted here, you'd think they were trying to abolish the car altogether!
