What I find odd is that they haven't tried enforcing the 20mph speed limit.

Buses routinely go over the limit - I wonder how many if those have been fined.

This is all about changing behaviour and unless you have enforcement it doesnt happen. Sure you can put a barrier up which motorcycles will ignore. Cars will still speed. We may end up with fewer but faster cars as I'm sure many people have witnessed recently.
