Forget the turmoil President Trump has created in the global final markers, his rhetoric and executive orders have created paranoid among legal immigrants following extreme action by CBP and ICE agents, someone of which are disputed as illegal or unconstitutional.  There's now an example of scientists holding back publication of research because of that:

Of course, if the cuts in NASA's and NOAA's research budgets are as is being discussed, that could be great for Europe research as we'd likely get the cream of European talent coming back to Europe along with disaffected US researchers (possibly to the benefit of Canada, Japan, India as well). Time for Europe to rise as as a major power alongside China?
