I agree with you Michael.
My main objection is that there are different tiers of enforcement.
As far as I am aware, the police have a margin of tolerance of 10% +2.  But, in my case at least, driving down Putney Hill I was doing 24mph (acceptable by police) and was sent for a speed awareness course.  When Roadwatch did speed checks on our road, nothing under 25mph was considered a speeding in a 20mph road.
If the margin of tolerance in some cameras (particularly those of TfL) is lower, we should all know about this.
Different enforcement speeds by police and camera is truly unacceptable.
