Michael B, you are being deliberately obtuse. I am perfectly capable of driving at an average of 20mph. What I cannot guarantee - what no driver can guarantee - is that I will never exceed the limit even minimally, either through momentary distraction or because a downhill incline makes the car go faster. The only way of avoiding exceeding the limit is either to stare obsessively at the speedometer, which takes all the fun out of driving and is actually dangerous, or to aim at an average of 15 mph, which frustrates other drivers and can provoke accidents. in my opinion instantaneous photos are inherently unfair,  as in the case of the doctor who was fined  and received 9 points  on his licence for doing 22, 22 and 25  mph. I think measuring average speed would be a more sensible method of enforcement. I also question the need for a blanket 20 mph limit. Does Roehampton Lane, for example, including the southern end with a dual carriageway, really need a 20 mph limit? Surely it would be more sensible to reduce the limit selectively, choosing residential streets or roads with a history of accidents.
