Jonathan, it is impossible for any driver to stick rigidly to a 20mph limit without the aid of a special maximum speed function on the car. Indeed it would be dangerous even to try to maintain this limit (or any fixed limit) since drivers would need to keep their eyes more or less permanently fixed on the speedometer rather than on the road. So your advice to fine people if they minimally exceed 20mph, allowing no leeway, seems ideological rather than practical.

The backlash that has followed the Welsh government’s imposition of a blanket 20 mph limit in built up areas in the principality suggests that the policy was introduced at the instigation of zealots at the Senedd without proper public consultation. I am not aware that there has been any public consultation in Wandsworth. It is perfectly true that there have been significantly fewer road accidents in Wales since the limit has been in force, but it is quite possible that this could have been achieved by reducing the speed limit on the most dangerous roads, particularly residential streets, rather than imposing a blanket limit which has provoked widespread frustration and annoyance.
