"Not sure what the district line signalling has to do with the local authority."

Apparently Wandsworth Council has/had concerns and raised them (as has Merton Council):-
"Wandsworth Council has engaged in ongoing discussions with Transport for London (TfL) and Network Rail regarding severe and chronic problems on the District line's Wimbledon branch.The recent dialogue and ongoing issues center around the following:
Outdated Signalling: The Wimbledon branch is still running on 1980s signalling, which is the root cause of frequent delays and cancellations. Local MPs and Wandsworth representatives have continuously lobbied TfL and central government to secure the funding needed to modernize the signalling.
Disruption Impact: The Council frequently addresses public complaints regarding these reliability issues and track closures, particularly ahead of major events like the Wimbledon tennis tournament when the line is heavily relied upon.
Committee Oversight: The Council's Transport Overview and Scrutiny Committee regularly evaluates how District Line curtailments and signal failures force commuters onto local buses, compounding road congestion in areas like Putney.
