The Putney Society’s position is entirely correct, they are not in a position to take up the ACV route, and therefore would simply be wasting time on a fruitless strategy. If there was an existing community group who could take this on, or formed specially to do so, they would have emerged by now - but they haven’t. Greening’s petition cannot result in ACV status, it ignores how ACV’s regulate. A small point - ACV status does not allow There is no “first refusal” right (unless in Scotland). It simply triggers a moratorium, and then possibly second, if the process is used to allow a group to try and purchase. There is no ‘right’, none. The owner of an ACV asset (ie the Telegraph) can do EXACTLY as they please - in terms of who they sell to. If the pub is listed by Historic England, (ie Chantal’s application) a change of use to residential will need Listed Building Consent. There is no reason why LBC would not be granted, assuming that any application is sympathetic. |
