I am not sure I understand the fear here. I welcome free schools and GP fundholder practices as it puts funds into the hands at a local source. As businesses they will have to produce management accounts which everyone can see. They will stand or fail on their ability to attract pupils or patients both of which will be represented on boards. Our taxpayer monies already go into schools and primary care trusts and in the case of the primary care trusts it disappears in layer after layer of administration. I am not sure however how many GP's welcome the additional responsibility but I do believe it is the way forward. With regard to schools and getting back to the main thread - if the schools held their own building renewals budget in the first place we wouldn't need this topic e.g. Elliott could manage its own refurbishment etc. |
