It actually comes from the government. But unlike BSF, it comes through councils, whereas BSF is spent on schools directly by the government. Exactly the same arrangement existed for the PlayBuilder scheme which created safe, secure children's playgrounds. But that too has been axed by this government, meaning that the Dover House estate, a beneficiary of PlayBuilder funds for a playground on The Pleasance - has missed out. Another less prominent Conservative cut, but one that will also affect a large swathe of Putney. So no, no-one can say the money is guaranteed or ringfenced at the present time - especially when the government, as well as wanting to make unnecessarily deep cuts in public spending, also has to find the money for its so-called "free" schools from the same (capital) budgets as both BSF and primary school expansion. |
