Lucille is correct to distinguish between ground rent and service charges. I think the latter is supposed to cover servicing and maintaining the common parts of the building. The landlords or their managing agents may or may not provide a good service at a reasonable charge. I believe the recent debate is about ground rent which you pay for the privilege of living on the ground the freeholder owns. Apparently this can increase astronomically over the years in a way which many purchasers were unaware of and which can become a significant financial burden. The whole debate surprises me because in the late 1970s I bought a house in Dulwich. Much of Dulwich was leasehold, the freeholder being Dulwich College. The then Labour government brought in a Leasehold Reform Act whereby leaseholders could demand to buy their freehold. I did this; it wasn't a massive amount. So I'm amazed the topic has cropped up in such a damaging way; I thought the whole issue had been sorted. |
