I'm tempted to ask if there is such a thing as a good management company ... the problem is that it is the freeholder who appoints the management company but the leaseholders who pay the service charges.

It ought to work better where the leaseholders own the freehold company but many managing agents seem even then to forget that they should be providing a service for the charges. I know of one block in London where the leaseholders who also own the freehold are looking to change the management company for the second time in around five years because of poor service. 

On a point of detail, if leases do not make provision for a sinking fund then there us no legal basis to create one.
