One way of looking at this is as follows: financial services has the principle of "Treating Customers Fairly" and is regulated by the Financial Services Authority with the need for staff to be qualified and principle staff and directors to be registered. Given that property is in many cases the biggest asset owned by many people then that asset should be treated in the same way: leaseholders should be treated fairly by law and not "ripped off" (or, if they are, an industry fund should compensate them from a levy on other regulated companies similar to the Financial Services Compensation Scheme) and bad managing agents or freeholders should just be shut down by a regulating authority and their directors and senior staff banned from the industry. As with financial services it would be no problem for those following the law and regulations, only the cowboys. |
