The abolishment of leases is fraught with many practical issues ie who does pay the Bill's for maintenance and renewal.if not those ( the landlord and the leaseholders) who have a stake in the building?
I suspect the £33k quotedcwas not an annual charge but an exceptional major works charge , still dear but looking at the block hardly unexpected when you take in the just one simple factor of  access for instance.
The complexities of undoing millions of leases and replacing them with what ? Will meanittle changes but the unfair leases on new built houses that double the charges periodically. Traditional leases will need to be replaced by something similar under another name.
