It is obviously difficult to comment on individual charges without actually seeing its name up but just to correct on one point.
In local authority blocks the tenants do pay their share. This comes out of the housing revenue account.
If you have 20 identical properties in a block each property will be charged 5% of the costs incurred by that block. Therefore if 10 are tenants 50% of the charge will be picked up by the tenants through the HRA and 50% by the leaseholders. Leaseholders do not subsidise tenants in any way.
