Following our telephone conversation last week (26/5) and your e-mail dated 26/6 and further e-mail of yesterday, 01/06 I have been looking further into the matters you raised. Since our conversation last week, I have been trying to contact the Environment Agency (EA) to confirm the requirements of a Flood Risk Assessment (FRA) given that the area is one which benefits from flood defences however, unfortunately they did not response directly to me. As you are aware, a formal consultation letter was sent to the EA due to the sites location within a flood zone and in their response dated 30/05 (which is available to view on the public website under the planning application and quoted in your e-mail below), they have confirmed a FRA is required. I have relayed this requirement back to the planning agent and the application will remain ‘invalid’ until this has been submitted. Once submitted, I will carry out the relevant reconsultation. In regards to your query in relation to trees, I have consulted the Council’s Arboriculturalist who will provide comments in due course. Of course, if following this specialist advice further information or tree surveys are required then this will be requested and will be detailed within any subsequent officer report. In regards to site and press notices, I have checked the local Guardian and you are correct, the press notice has not been published today. I have looked into this further and as discussed, there is a one week lead in time to print. I requested the press notice to go into the paper last Thursday (25/05) when I reviewed the file and due to the bank holiday, it means it has missed this week and will appear next week although I will try and request that this is not published due to the FRA point raised above. In any event, the website will show members of the public that the application is invalid. In accordance with the statutory requirements, I have consulted all adjoining properties and also erected 9 site notices yesterday. To clarify, in terms of the website, the date changes once a new consultee/site notice date is added. I conducted further consultation yesterday so this is the reason 22/06 is shown. This would be updated again once the press notice is published or as I hope you can appreciate, throughout the course of the application if it becomes apparent that other consultation is required.
