Attached is the page from the Wandsworth Guardian date 1 June which lists the recently validated planning applications. When I wrote to you last week the end date for the consultation period on the website was shown as 15 June. Today on the website it is shown as 22 June. The first consultation date is shown on the website as 25 May, but there is no evidence on the website of how this consultation has taken place, ie the letters which may or may not have been sent out to all the neighbouring properties, the site notices or the advert which is not in the Wandsworth Guardian. In any event, as I have explained previously the application is invalid, and was invalid from being submitted as the legally required FRA was not supplied. The Environment Agency have also pointed this out and confirmed that the application does not adhere to NPPF and that it was premature to consult with the Environment Agency with an incomplete and invalid applications. The email from Mr Charlton says on this point; The application site lies within Flood Zone 3 defined by the Environment Agency Flood Map as having a high probability of flooding. Paragraph 103, footnote 20 of the National Planning Policy Framework (NPPF) requires applicants for planning permission to submit an FRA when development is proposed in such locations. A Flood Risk Assessment (FRA) is vital if the local planning authority is to make informed planning decisions. In the absence of an FRA, the flood risk resulting from the proposed development is unknown. The absence of an FRA is therefore sufficient reason in itself for a refusal of planning permission. We cannot find a FRA with the submitted documents. As the required FRA has not been provided we are unable to assess this application. We would like to remind you that a FRA is a requirement of the Council's validation process and that we should therefore not be consulted on any applications without the relevant documents. The application is invalid and cannot be progressed further. Once a valid application has been submitted, the public consultation in respect of the application can progress in the usual way.
